Interagency Readiness Solutions, LLC (IRS) is a Native Hawaiian Organization (NHO) owned 8(a), small disadvantaged business (SDB) that specializes in providing management consulting services, program and project management, training/curriculum development and presentation, technical and subject matter expertise and support to the Army, the National Guard, civil emergency management communities and other organizations. While IRS was originally established and operated as a Service Disabled Veteran-Owned Small Business (SDVOSB) in 2009, it entered the NHO 8(a) program in March 2016. Headquartered in St. Augustine Florida, IRS’ core capabilities include Emergency Management, Defense Support of Civil Authorities (DSCA), and Homeland Defense training, readiness and exercise support services that ultimately protect lives and property and enhance the operational readiness of the States, Nation and interagency partners.

As both a prime and subcontractor, Team IRS personnel have provided a wide range of consultation, personnel support, Emergency Management and Domestic Operations professional services to Army Installation Management Command (IMCOM), National Guard Bureau (NGB), National Guard of the States and Territories, the Federal Emergency Management Agency (FEMA), Regional Training Institute-Florida, US Food and Drug Administration and other organizations.

IRS Leadership

  • Edwin A. (Skip) Vincent, Brig Gen, USAF (Ret)

    Edwin A. (Skip) Vincent, Brig Gen, USAF (Ret) is the Managing Member of IRS’ parent company, the Hawaii-Pacific Foundation for Soft Power Solutions, a Native Hawaiian Organization (NHO) not-for-profit foundation. Skip retired in 2010 with 37 years of military service as an active duty member of the Hawaii Air National Guard. Skip served five combat tours and held various command and staff positions at the Pentagon, Hawaii State Headquarters, as well as in the field. Through this experience, he gained the skills and passion to promote collaboration over conflict by way of relationship and capacity building.

  • William A. (Alan) Petty, Colonel (Ret)

    Alan Petty is the President and Chief Executive Officer of IRS. Alan is a nationally known and respected Emergency Management and National Guard Domestic Operations subject matter expert. Over his 26-year military career with the Florida National Guard he served as the Commander, Camp Blanding Joint Training Center and as the Director of Intelligence and Domestic Operations (J2/3) for the Florida National Guard, retiring in May 2006. Since 2009 he has led the IRS Team in providing experientially-based Emergency Management and Domestic Operations training and exercise support to thousands of Soldiers, Airmen and civilian students from all 54 States and Territories, Army Installations world-wide, and other federal, state and local interagency partners.

  • W. Craig Fugate

    Craig Fugate joined IRS as an Associate in January 2017. Craig served as President Barack Obama’s FEMA Administrator from May 2009 to January 2017. Previously, he served as Florida Governor Jeb Bush’s Emergency Management Director from 2001-2009. Craig led FEMA through multiple record-breaking disaster years and oversaw the Federal Government’s response to major events such as the Joplin and Moore Tornadoes, Hurricane Sandy, Hurricane Matthew, and the 2016 Louisiana flooding. He set a clear and compelling vision, mission, and priorities for FEMA and relentlessly drove the Agency to achieve better outcomes for survivors. Craig is universally recognized as the Nation’s premier Emergency Management professional.
