Interagency Readiness Solutions is a Native Hawaiian Organization (NHO) owned 8(a) small disadvantaged business. Founded in 2009, IRS is a proven 8(a) prime contractor with substantial past performance providing professional and technical services solutions for over 100 prime contracts for Federal, State, and Local customers including Headquarters Department of the Army (HQDA) – G34, Army Installation Management Command (IMCOM), Army Research Laboratory (ARL), Defense Health Agency (DHA), Army Interagency Training and Education Center (AITEC), National Guard Bureau (NGB), States’ National Guard, U.S. Marine Corps (USMC) and Florida Division of Emergency Management (FDEM).
OUR NHO PARENT COMPANY

The Hawaii Pacific Foundation is a Native Hawaiian Organization (NHO) incorporated in the State of Hawaii. It is a non-profit public charity under 501(c)(3) of the Internal Revenue Code.

The mission of the Hawaii Pacific Foundation is to empower Native Hawaiian communities by supporting programs that improve access to opportunities for success for Native Hawaiians, including support for Science, Technology, Engineering, Arts and Mathematics (STEAM) education and youth education programs.

Support of these programs is of mutual benefit to our customers as well as community stakeholders by enhancing common goals and missions. For instance, the HPF NHO has provided funds to Hawaii’s National Guard Youth Challenge Academy STEAM program that also enhances the U.S. National Guard overall community resilience goals. It is a collaborative way of giving back.

Edwin A. (Skip) Vincent, Brig Gen, USAF (Ret)
CHAIRMAN OF THE NHO

Edwin A. (Skip) Vincent, Brig Gen, USAF (Ret) is the native Hawaiian who formed and established the Hawaii-Pacific Foundation for Soft Power Solutions, Inc. Skip is also the Chairman of the Foundation, a 501(c)3 Native Hawaiian Organization (NHO). Skip retired in 2010 with 37 years of military service as an active duty member of the Hawaii Air National Guard. In addition to flying the F-4 fighter and several other military aircraft, Skip served five combat tours and held various command and staff positions at the Pentagon, Hawaii State Headquarters, as well as in the field. Through this experience, he gained the skills and passion to promote collaboration over conflict by way of relationship and capacity building.

William A. (Alan) Petty, Colonel (Ret)
PRESIDENT

Alan Petty is the President of IRS. Alan is a nationally known and respected Emergency Management and National Guard Domestic Operations subject matter expert. Over his 26-year military career with the Florida National Guard he served as the Commander, Camp Blanding Joint Training Center and as the Director of Intelligence and Domestic Operations (J2/3) for the Florida National Guard, retiring in May 2006. Since 2009 he has led the IRS Team in providing experientially based Emergency Management and Domestic Operations training and exercise support to thousands of Soldiers, Airmen and civilian students from all 54 States and Territories, Army Installations world-wide, and other federal, state and local interagency partners. Further, he has led the company to its current footprint of providing professional services to numerous customers including the Army Installation Management Command, Army Research Laboratory and State ARNG support in Alabama, Florida, Indiana, North Carolina, and Pennsylvania.

W. Craig Fugate
SENIOR EXECUTIVE CONSULTANT

Craig Fugate joined IRS as an Associate in January 2017. Craig served as President Barack Obama’s FEMA Administrator from May 2009 to January 2017. Previously, he served as Florida Governor Jeb Bush’s Emergency Management Director from 2001-2009. Craig led FEMA through multiple record-breaking disaster years and oversaw the Federal Government’s response to major events such as the Joplin and Moore Tornadoes, Hurricane Sandy, Hurricane Matthew, and the 2016 Louisiana flooding. He set a clear and compelling vision, mission, and priorities for FEMA and relentlessly drove the Agency to achieve better outcomes for survivors. Craig is universally recognized as the Nation’s premier Emergency Management professional.
